求达人帮助解决伪静态问题

小弟用的是2003 独立服务器. 程序是DX1.5

IIS中筛选器已经成功将Rewrite.dll加载



httpd.ini文件也放网站根目录了.为什么总是伪静态不起用啊?

伪静态规则是用的大家都能用的这个:
