apache配置优先访问格式

关于apache的优先访问设置，

修改后想实现访问http://loaclhost/的时候优先显示htm页面，在没有htm格式页面存在的情况下访问html或者PHP等页面，我做了一下调整，但是输入localhost的时候还是直接访问的PHP，代码如下，请大家帮忙看看是否存在什么问题？
