I have done further testing from the server that your account is on and it is clear that the China firewall is blocking your IP address and the servers shared IP address from connecting through the firewall. The tests show that the connection times out at

Because both the shared IP address and the dedicated IP address is being blocked it seems pretty clear that China is blocking your account specifically so they will continue to block it no matter where you move the domain to or if the IP address changes. I am sorry but there is not much more we can do to help you with this problem.
I have already checked our firewall and we are not blocking any of those IP addresses. Here is the trace route that shows proof that the China firewall is blocking the connection from our server to the manyou server in China;
