[solved] How to translate tinyipdata.dat ?

The file /upload/data/ipdata/tinyipdata.dat contains the IP address ranges and corresponding countries.
The country names are written in Chinese.

I want to convert Countries from Chenese to English!
But I do not know how to decompile this file, and compile it again after translating...

Is there any utility to compile/decompile the  tinyipdata.dat file?

I have solved the problem!

For now all the IP addresses correctly mapped to English country names.
Moreover, it is now possible to detect Open Proxy servers IP and block them (if required).

For solve the task, I have used a free of charge GeoIP database from maxmind.com.
The database is updated every month, so you can have up-to-date IP detecting solution at your site.

My IP to country mapping solution for Dzx2 is placed in open repository:
