I think, it is not a good idea to start translation again.
This job is made already by other translators.

It is better to get a ready to use language pack (totally translated) and just beautify it.
For example, you can get this English language pack:

请问一下,这个language应该不影响论坛编码吧
也就是说论坛是uft-8或是其他简体编码应该都没有影响吧
另外再请教,后台有办法更新成繁体中文吗?

It is possible to use both Simplified Chinese and Traditional Chinese.
